Vince Haley

Director, Domestic Policy Council

Vince Haley is the Director of the Domestic Policy Council, serving in the administration of President Donald J. Trump since January 2025.

A veteran speech-writer and policy strategist, Vince spent years shaping political message and policy before moving into senior White House roles. He began his career after earning a bachelor’s degree in government from the College of William & Mary in 1988, followed by a Juris Doctor and a master’s degree in law from the University of Virginia and an LL.M. from the College of Europe.

Prior to his current position, Vince practiced law in New York and San Francisco. He then transitioned to politics, working closely for over a decade with Newt Gingrich — serving in roles including vice president of policy for Gingrich’s American Solutions organization and campaign manager for Gingrich’s 2012 presidential run.

During the 2016 presidential campaign and subsequently in the White House, Vince became one of President Trump’s primary speech-writers. He helped craft major addresses including State of the Union speeches, making him deeply familiar with the administration’s policy priorities and messaging.

In his role as Director of the Domestic Policy Council, Vince oversees the development and coordination of the president’s domestic-policy agenda, working across federal agencies to drive initiatives pertaining to education, healthcare, social policy, infrastructure, and more.

He lives in Virginia with his family, bringing both legal training and deep policy experience to his leadership of domestic strategy.
